REMAP_AUXILIARY_VARS + DIABATIC_FIRST + OBC = breaks reproducibility across restarts

While this PR fixed the reproducibility issue when setting REMAP_AUXILIARY_VARS to True with OBCs, a non-reproducibility issue has resurfaced recently when we tried to update the CEFI NWA-COBALT RT case. We found that if we mix DIABATIC_FIRST = True and REMAP_AUXILIARY_VARS = True with OBCs, the model won't be reproducible across restarts in either the NWA or NEP domains. @theresa-morrison confirmed that this is also the case for the Arctic domain
