Should be able to parse the European SDG 14.3.1 Metadata Template

This is a bit of lift, as there are a few added fields, as well as numerous changes to the row "names" which breaks the whole way the system works. It would probably be possible to provide alternative mappings for the row names, but we may have to add (or simply ignore) metadata fields for the added rows.

This issue is just to record this need, and there are no current plans to address this until such time as it becomes a notable shortcoming.
