Change code to run prospective LCA with run_prospective_lca_updater=false, run_lci_reader=false when already have updated database

Current code run LCA for ecoinvent when both are false. Need to think about how maintain both function

Can tentatively resolve the issue by comment out from main.py

updated_project_name = base_project
