Only one landfill location is selected in preferred pathways

After re-running the nine cost/capacity expansion scenarios, one scenario (low circularity cost / Low Wind Cost) still had only one active (used) landfill in the results. I checked and this represents the correct results rather than a lingering bug. The active landfill is the one closest to the single mechanical recycling facility and is used to landfill material lost during fine grinding. I verified that the component counts in the landfill facility inventory are all fractional, resulting from the 30% material loss factor rather than whole blades being landfilled, and also verified that the mechanical recycling pathway is the lowest cost and therefore the preferred pathway throughout the model run.
