[documentation] Clearly document supported operating systems for pip wheels

Describe the feature

We currently lack documentation for the supported operating systems on various specific installation methods -- including the pypi wheels. If this is already documented somewhere (I can't find anything for this particularly), we should do a better job highlighting it on the pypi landing page and in the docs.
