Pluto Test Github Action: Allow for Testing Export/Upload

Using a workflow dispatch input boolean flag, (https://docs.github.com/en/actions/using-workflows/workflow-syntax-for-github-actions#onworkflow_dispatchinputs) allow for running the entire export/upload process on a branch of pluto. Verify that this only deploys to a folder named for the branch.
