MN CB 8 Floodplain Bar Graph

Manhattan CB8 only has 12k units in the 1% floodplain, and 15k units in the 0.2% floodplain.. yet, it is the largest bar graph compared to all the other CB's in the City. (ie. other CB's have 20k, 30k, 40k, units and have smaller bars.. seems a little off)
