[META] Determine upstream reqs from mapbox-composer proposal

I created a proposal in Ember Mapbox Composer: NYCPlanning/ember-mapbox-composer#24

I believe this API would better serve our needs as they're evolving. This is a meta issue, it is completed when we've reviewed the linked issue above and extracted JSON API-specific tasks from it.
