Update the build process to use a venv

Update the build process to use a venv, so we don't run into conflicts with installed versions of Python. We currently suggest using a freshly installed machine dedicated to building NCPA, but this would be remedied by using a venv and will allow such machines to not require a reset/uninstalling old Python versions every time they're updated.
