Sometimes broker log messages are not coherent

When the pool size is updated we have some incoherent messages.

Update machine pool for image AWS default from 1 to 12 (+2) instead of Update machine pool for image AWS default from 1 to 3 (+2)

This message appears for each terminate machine instead of one time for all:
Update machine pool for image AWS default from 3 to 0 (-3)
Update machine pool for image AWS default from 3 to 0 (-3)
Update machine pool for image AWS default from 3 to 0 (-3)
