Resolve report if an action is taken on the report target

Currently, we require to explicitly set case references during or after moderation actions.

Suggestion: Resolve all pending cases, if a moderation action is taken (on author or target, as defined in manual setting atm)
If something goes horribly wrong, we always have the option to manually set state/reference, if needed.

This should be added to with the range option for the /report status command

Not even sure if a range is needed there, this change should naturally resolve a lot more reports and leave less dangling.
The range at cases was mostly useful for raids and other mass actions, which are much less likely to happen in a report case, after we change the report lock cooldown and handling
