Optional order attributes

Several types have optional order attributes. Such as AlternativeText, Assignment, JourneyPart, DeadRunCall, BlockPart, TrainComponent, CheckConstraint, CheckConstraintDelay, SeriesConstraint, FareElementInSequence, Leg.

In my opinion these should be consistent, and thus made required.
