create nebra alpine base images

create base images based on alpine for our use

Alpine + Python + pip + hm-pyhelper + curl + wget

These can then be used in all other repos for ease

perhaps docker can be something like https://hub.docker.com/r/nebraltd/hm-base but probably no need to build them from a different repo and can just do from here
