Resolve skill installer util errors

Test errors exist due to inconsistent skill installed directories. These should be patched in OSM per (OpenVoiceOS/ovos_skill_manager#58)

leaving this commit here for documentation purposes, ovos core now supports multiple skill folders and the discussion in the linked OSM PR#58 is relevant, see OpenVoiceOS/ovos-core@aaa159a
