meson: Granular Linux distro detection for init style logic

In #1267 we introduced automatic detection logic for init script styles. However with the existing scaffolding in meson we can only detect Debian/Ubuntu reliably, and no other Linux distro that I tested.
This ticket is to introduce additional capabilities for cross-platform Linux distro detection.
Non-Linux platforms are easily detected.
