Is WorkflowReconciler incorrect in some corner case?

Hi, my friends ~
I read the code of Conductor because we will use it in our production environment.
What confused me is that when Conductor Server polled elements from DECIDER_QUEUE, and crashed soon before sweeping workflow.
So the workflow might never get recovered because their workflowId has removed from DECIDER_QUEUE.
Is that true? Or i'm wrong.
