Add tags to metrics

Metrics need tags. Rend doesn't have tags on metrics. Metrics will have tags.

It's hard to differentiate counters from gauges in the program that reads the metrics from rend. Tagging will allow this differentiation and other tagging that will be useful for slicing and dicing.
