Issue on page /Devdocs/UpdatingStandard.html: document necessary steps to update java and C APIs

We've added placeholders here for the time being, but we need to add what steps we need to follow to update the java and C APIs when any changes are made to the standard too.

As a general point the steps/checklist here: https://docs.neuroml.org/Devdocs/ReleaseProcess.html should be updated with the new procedure, incl C++ and Matlab
