It is possible to have goods transported from one island to another. This should also be possible for the necessary workforce so that they can be transferred to another island by commuter pier.

The commuter pier system is very different from the trade route system. As such it requires quite some implementation effort to sum the values over islands with commuter pier enabled, track changes and link to the view. I may have look at it together with #71 to see whether its worth the effort.

Since DLC11 might bring something similar to a commter pier, I'll postpose the feature until then.
