!ch view-char does not work with other user's characters

When attempting to view chars owned by others with the !ch view-char gallery, it shows the characters of the user who used the command, with the specified user's name on top.
How to reproduce:
!ch view-char @anyotherperson
Expected: A gallery view of the specified person's characters or error message saying the command does not support viewing others like this
What you get: A gallery view where the specified person is listed as the owner, but with the command user's characters
