Deprecated vyper docker image

We are currently using this image: vyper_and_vyper_run but that hasn't been updated in 5 years.
We should use the official vyperlang/vyper image.

Furthermore, we should customize the image tag depending on the given # pragma version in the file (once #15 is implemented)
