Refresh sign in in-game

I'm in game on dota. Then I lose connection for 1 sec and steam the game goes offline. When my connection is restored, steam asks for Refresh sign-in

It doesnt seem much of an issue but the thing it "refresh sign in' doesnt work. It loads forever in that state without going on login box. Just circles forever while the connection is fine. I can't bypass it and reconnect to the game because it will automatically disconnect me as soon as I reconnect to the match without refresh sign-in.
I will have to restart the steam, which is closing refresh sign in box. Doing so will close the game and steam completely.

As my pic isnt that good, closing and starting the steam and entering to the game takes approximately 6 mins to reconnect. But the game considers it an abandon if I dont reconnect in 5 mins thus putting me in low priority games before I can play rank. But since I have been having this problem too much, I now get minimum 9 hours (increases more on every abandon) of ban every time I get an abandon. Got 10 hour 15 mins just now.

After searching in steam discussion and reddit pages, no one seem to have solution for it. I did contact steam support but they are going roundabout talk on connection issue while it is in fact, steam not responding. They said they would forward to dota 2 team but it's been too long and I haven't got an update from them.

Started to play turbo because of it yet abandon on turbo also gives 5 lps and matchmaking ban. Its unplayable as they banned my smurf which I used to play for turbo too. I just want to play man

Your connection is absolute crap, your router / internet gateway is crap.

The network connectivity icon is deceiving you. You need to test with a domain in your steam region - try https://www.speedtest.net/ with a mirror close to that.

You might also find better luck by switching the download region in steam settings to another one relatively close.

A VPN will also help with faster recover at connection loss.

But the root issue is your ISP and their shitty equipment.
Contact them and explicitly describe your issue, you might get lucky and they make adjustments.
Or search for another ISP.

Idk man I think internet speed is totally fine. I have tried this in gaming cafe, steam refresh sign in doesnt really load, not just mine in my pc and internet. I have seen others having same problem. I'm not having lag or anything. Network icon isnt really deceiving as you can see the google . com page loaded in the video.

Used to have 30/40 download speed. This is after I contacted them and explained my issue. Even after it jumped to 300-400 the problem is still there. You can test it on your side by restarting router while in game if it is same. (Some times it doesnt appear when not playing, but always appears while in game)

I knew even before you posted more details that you live in an area with bad peering to valve servers.
Did I not say not to test google (they have local mirror servers all over the world) but something close to the valve servers? Those 308.69Mbps are intranet, click Change Server and pick one closer to what you use in Steam Download Region and Dota Region and it will change drastically.

Since you are in Nepal, I guess you have to use SEA = Singapore, but you might get acceptable results with India, Dubai or even EU West.

Download speed is not all. Latency and packet loss is the issue, and it happens a lot in your area.
Guess an alternative ISP is out of the question, but a VPN could help overcome ISP peering issues.
You should try asking local gaming communities, I'm sure there are many more in your situation.

Im not actually a pc guy so idk what these stuffs mean.
Only thing I know is that I never used to have this problem until recent few months which was why I was thinking steam updated we needing to re login if we lose connection.
If it isnt of too much to ask, I request you to peer test this. Restart internet connection while in game and see if steam asks for refresh sign in, if it doesnt then Im convinced by your explanation fully.
Steam sometimes doesnt ask refresh sign in while I'm not playing match/ in game main menu but as far as I remember asks everytime when I'm currently playing game
