The generation of Deubg grids depends on collision Settings

When a collision is detected and the voxels are just tangent (adjacent) to the static grid, no grid is generated.
I'm not sure if this is just the case with the debug grid or the case with the actual voxels.
How do I set this up if I want the static mesh body and voxel to be generated when they are tangent (rather than intersecting)?
