Update BLOM tag for NorESM2.1 release

Update BLOM tag with bug fixes for NorESM2.1 release.
The dev1.4.0.1 tag on BLOM/iHAMOCC master branch contain bug fixes for iHAMOCC. Mats may have some BLOM additions for hybrid coordinates, but this will be an optional feature in NorESM2.1 (Mats, please correct if this is wrong). I believe dev1.4.0.1 contains all the answer changing elements that will be included in the default setup for NorESM2.1, so this can be used for further testing. We plan to make an "official" BLOM/iHAMOCC release in connection with NorESM2.1. Do you need this tag now for testing, or can this be provided closer to the release of NorESM2.1?
@TomasTorsvik - thanks for the update. I will start fully coupled testing with the dev1.4.0.1 tag for now. CAM still needs one more updated tag. Then we plan to freeze the code for the release. Hopefully, this will occur tomorrow or Friday.
@mvertens - Do you need a BLOM/iHAMOCC v1.5.0 tag for the code freeze? We could potentially make one from dev1.4.0.1 already now, but I would prefer to wait for input from Mats if possible.

@mvertens , @TomasTorsvik - I will make a pull request shortly for some BLOM changes (minor but useful for hybrid coordinate) that would be great to have in for the v1.5.0 BLOM tag.
