Error while probing devices, more details in the debug log: JLINKARM_DLL_ERROR
TypeError: Failed to fetch. Falling back to stored data

That issue usually happens when you are using macOS or Linux and did not install the J-Link driver or (Link only) correct the dev rules, as described under prerequisites. Please do so.
If that does not help, it is usually better to raise your issue at Nordic DevZone but you could also reopen this issue here with additional information.
