Plugins installation on upgrading FlowFramework

On FlowFramework upgrade/installation: Remove all plugins when we install and replace them with downloaded plugins.

Current issue:

Plugin A is downloaded on version v1.0.0
Plugin A is now removed from version v1.1.0
on version v1.1.0 upgrade from v1.0.0:
- there will be still that Plugin A which will be incompatible and it will break our FlowFramework

Solution:

Download all plugins which are on our server (nothing changed; to check: all plugins should be downloaded if it's present on the server)
Remove all plugins, when we do install and copy all those downloaded plugins
