Describe the bug

After importing a bank statement, the Journal Items are created and published but still the bank statement can be removed.

To Reproduce

Affected versions: 16

Steps to reproduce the behavior:

1. Upload a bank statement file ofx, txt, xlsx
2. open bank statement --> action --> delete

Expected behavior
After importing a bank statement, it shouldn't be possible de delete it because the journal items from this bank statement are created and published.
