[10.0] Error on stock-scanner which is not installed

Describe the bug

Trying to install a module, I got a strange error on stock_scanner, which is not installed.
This error happens when installing website_sale_product_brand, but doesn't happens when installing web_listview_range_select

To Reproduce

10.0, OCB version

Steps to reproduce the behavior:

1. copy stock_scanner in your module's path, don't install it
2. install website_sale_product_brand
