Fix ARC2 processing errors

The ARC2 raw raster data is generating errors during processing that need to be fixed. Most of these surround conflicting missing_value (-999) and _fillValue (NaN) values. Needs to explored why these errors are being produced and how to correct them. Works for now as long as we don't try and download data and combine with the old data.
