map gui: update to using R packages rMaps and togeojson

TopoJSON is much more compact and topologically aware over GeoJSON.

1. TopoJSON is now easily created with R package from ROpenSci togeojson and
2. TopoJSON is now rendered by Github (see geojson rendering improvements). These objects can also be styled and embedded (see Mapping geoJSON files on GitHub).

Should work with next generation rMaps taking into account these resolved rMap issues:

• custom TopoJSON
• use local TopoJSON URL
• match TopoJSON to data frame
