- invalid context/city code; should be one of the ONDC-city-codes

Please test one of the flows using a different seller app.

- schema will remain same as in /update for refund initiation (check schema for items/tags)
- /message/order/payment/@ondc/org/settlement_details must be an array
- update_target must be the same as defined in the contract
- message_id should not be the same
