Allow CloudLibrary metadata in the nodeset

In some use cases it is be beneficial to include cloud library metadata like Title, Description, Keywords, License in the node set XML file itself.
NodeSet authoring tools can of course use custom extensions to capture this, but it seems valuable to standardize this so metadata can be preserved across authoring tools.
A logical place to add this would be the existing NamespaceMetadataType, but that would require a revision of the OPC specification.
There are existing buckets in the nodeset file you can put this in, e.g. . However, we should add it as an optional <description> top-level element in the nodeset, but that would mean a schema change.
