Release packaging

I was not able to find a release package of gdal-grass at https://download.osgeo.org/. If there is one, please ignore this suggestion to make it available there too (e.g. at https://download.osgeo.org/gdal-grass/).
Another slightly related issue: the release package here on GH is named with version only:
https://github.com/OSGeo/gdal-grass/archive/refs/tags/1.0.2.tar.gz
It would be preferable to name this "gdal-grass-1.0.2.tar.gz" in the future.
On it...:

- I wonder where to change the setting in GH that the repo name is included in the released files

I believe it is necessary to make a "publishing" GH workflow, which tarballs and uploads via https://github.com/softprops/action-gh-release. I did something similar at https://github.com/ctypesgen/ctypesgen. I can see what I can come up with.
