CM tests cannot run

CM tests currently target an old version of Lyo CM samples:

We should migrate to using https://github.com/oslc-op/refimpl

CM tests were disabled in the VStest CI step

Resolved in #115 but not fully:

the PR has a number of further actions
the tests against refimpl are not run automatically in CI
