Should we put a general license for all materials or specific for each? For example, the WB handbook is creative commons.

I suggest putting each set of materials into their own directories with README and LICENSE files to explain what the material is about and what it can used for and the LICENSE can explain all the copyright info. Then we remove the LICENSE file from the root directory.
