Need to `repair` each uncertainty distribution

Currently we assume that uncertainty distributions are valid, but then get math errors when e.g. lognormal mean is zero (see cc691962-c876-4f32-aef9-583de9fcbbc5_71e2f1db-a2c5-44d0-8337-dfff15be974d.spold, search for -1.60943791243.
This should be part of the general data cleaning step.
