A multisite with disabled mail breaks down

If the mailbox in the Joomla configuration is broken or disabled, the admin panel breaks when adding new sites to a multisite.
You can check this by disabling mail or selecting a mail driver that is not working. Then try to add the domain. You will get an error and have to add the domain again in the same window.
Please make sure that a domain is created even if mail is not configured or disabled.
