Fluent: Depth 64 uses wrong transparencies

The issue is on this line: https://github.com/OfficeDev/office-ui-fabric-core/blob/fluent/src/sass/variables/_Depth.Variables.scss#L7
The shadow colors should match the transparency of the others.
