3.13 mid league row size error

On top of the rowsize change at the start of 3.13. In mid-league they seems change the dat too
PyPoE.poe.file.specification.errors.SpecificationError: <ERRORS.RUNTIME_ROWSIZE_MISMATCH: 3002>: "ItemClasses.dat": Specification row size 98 vs real size 99

Close this as it is not relevant to 3.14. 3.14 has new wave of rowsize error
