Troubleshoot CDS setting/filling

There are issues with ArkDSS data processing where some locations are not being properly handled for CDSS setting/filling.

The main issue was that HydroBase includes erroneous data for 2013 and 2014, which cased those years to be set to zero in many cases and impacted filling of other years. I enhanced ReadParcelsFromHydroBase to allow years to be excluded and improved logging. Close the issue.
