Remove uncertainty GUI from OpenDA

The uncertainty GUI depends on alloy.jar (a Look-and-Feel for Java GUIs). This requires a license which now is hardcoded in UILoader of the uncertainty gui.
We should either remove the uncertainty GUI completely or replace the Look-and-Feel with an open-source variant.

This issue is a copy of the original JIRA issue ODA-535 (opened in 2017!).
