Expected the OadrRegisterReport.ReportRequestID to be empty

When testing for the certifications, I get this error when registering reports:
Expected the OadrRegisterReport.ReportRequestID to be empty

The ReportRequestID has to be 0 for the oadr:oadrReport elements, but not for the oadr:oadrRegisterReport
