Redefine and shorten GA4 event titles for starter submit

During the transition from UA to GA4, our analytics events for recording starter submissions were renamed with a character limitation, which makes it impossible to discern the details of the generated project from the event. Shorten these analytics titles to fit the character limitation while still having them let us know the details of the build from the event. See about prefixing titles with "Starter:".
