Add Settings microservice

- Add a Settings service:
- Can contain the following:
- - Show connection between Rover/Game board
- - MPHealth for each service
- - Ability to change game duration
- - Levels?
- - Clear leaderboard (delete DB)
- - Control speed of Rover?
- - Diagnostic switch to turn on lights on board, Calibration mode?
- - Move the Rover using Keyboard
