Replace github link in Seamark.validator.mapcss with https

Hello,

in
https://josm.openstreetmap.de/ticket/16123
we try to track all HTTPS capable servers and any links to them. Your style uses an http link where https is possible in line 7.

I know it is only a comment, but please fix it nevertheless. Thanks.

P.S. The style CEVNI,Presets_Hafen and maybe others use links to wiki.openstreetmap.org and INT-1 to dev.openseamap.org which supports HTTPS, but is not setup properly. Maybe you can review all links and fix them and the servers you can control.
