Migrate create-eboot/create-lib to create-fself

As part of our refactor of moving tools into their own specific repositories, we decided to refactor create-eboot and create-lib to compile into one binary (create-fself), and use arguments to specify whether or not we're building an eboot or library. Build scripts will need to be modified to accommodate this change.
