So just putting this here so I can stop explaining it to everyone who asks.
When ShellUI is restarted (that black screen when you start Mira) the debug settings patches are lost and not reapplied correctly when it restarts. Obviously it's a known issue and we know what is causing it. Stuff is being reworked.
