Update the installation instructions

They are incomplete and it seems that some of the steps need changes for modern distros.

Specific areas that need to be improved:

  • Dealing with dependencies (see also #330) and virtualenvs
  • Setting up postgresql
  • Running a dev server, with static files actually working (after digging: requires DEBUG = True)
