Describe the issue
The virtual floor shown when building scenery with Ctrl or Shift seems to reorder scenery objects under it while it is shown:

It has exactly the same effect as if those objects were swapped via tile inspector.
As far as I have seen, it only affects scenery objects that are on the same base height.
It has no persistent effect on the actual ordering, the rendering returns to normal when not building.
For the test construction from the video, see attached park.
Steps to reproduce
- build scenery objects on same base height (e.g. with "no collision check" cheat)
- trigger the virtual floor above those objects
