SPECIFICATION BUGS ONLY - Description

The Compliance levels in Section 4 of the container spec states that "To be a gadget-compliant container, a container MUST be able to satisfy requirements defined in this section.".. however, the section does not really outline any clear concise MUST or SHOULD level requirements. There's a generally discussion of container characteristics and basic expectations, but these need to be reworked into actual hard, unambiguous requirements using MUST or SHOULD.
